In June, 2000, AACP released a consensus position statement entitled Principles of Treatment for Individuals with Co-occurring Psychiatric and Substance Disorders, indicating the need for welcoming, accessible, integrated, continuous, and comprehensive treatment interventions and treatment programs, organized into a comprehensive, continuous, integrated system of care (CCISC).

Treatment of Individuals With Co-Occuring Disorders in County Jails: The Beaver County, Pa., Experience

Heightened attention has been given to the issues concerning people suffering from co-occurring disorders. Several states and countries have implemented model programs in attempts to address this problem with varying degrees of success. In 2001, the Pennsylvania Office of Mental Health and Substance Abuse Services and the Bureau of Drug and Alcohol Programs issued a joint solicitation for Mentally Ill Substance Abuse (MISA) projects and selected five counties for funding. Beaver County was awarded funds to develop one of the five pilot programs and was the only county to use a forensic model.

The Blair County COD Project completed their Consensus Document at the end of 2004. The document presents the project vision and mission and then describes Blair's commitment to providing welcoming, accessible, integrated, continuous, and comprehensive services to individuals with co-occurring disorders by adopting the CCISC (Comprehensive, Continuous, Integrated System of Care) model for designing system change at the local and state level, developed by Kenneth Minkoff, MD.

As part of the Consensus Document, Blair County prepared and attached to the Consensus Document, two separate Scopes of Practice. These Scopes of Practice are intended to describe what a person working in a singly licensed program would routinely do for individuals with co-occurring disorders.

The Blair County Co-occurring Disorder Project desired to have a cadre of clinical persons in each provider organization who would teach the CCISC principles and generally act as a change agent for their organization and for the county. With the assistance of Dr. Ken Minkoff and Dr. Chris Cline, the project initiated a Train-the-Trainers project.
